In the near future in Japan, an unnatural event occurred which caused an earthquake in which a portion of Japan became an island. A rebuilding project was commenced and a giant, modern, walled city was soon erected. The city's giant wall divided the city from the squalor of the rest of the island. This island was now called "The Lost Grounds". Soon after the earthquake, some children began to be born with tremendous abilities. This ability allowed them to change the matter around them into any shape they wanted. Children with this ability were called "Alter Users". Inside the city, a police force was assembled to stop criminal alter users, this group was called HOLD. HOLD also had a division within it that was composed exclusively of alter users, this group was called HOLY. HOLY now battles alter users from outside the city when the natives, as HOLY calls them, cause too much trouble with their alters.
Kazuma is a native, fighter for hire alter user who soon comes to the attention of HOLY, and more specifically, Ryuhou, both of whom take an instant dislike towards each other. As the two of them clash, and HOLY fights the native alter users, a plot begins to develop from within the highest levels of HOLD that cause the characters to question which side is actually correct and which side they should be fighting on.
This series' strong point is the characters. All of the characters, from the major ones to the minor ones, have great depth and they go to great lengths to make believable characters in an extraordinary situation. The plot of the series is OK for the most part, but it starts to wander in the middle episodes a bit. It quickly gets back on track, though, for some amazing ending episodes. Overall, this is a truly unique anime that is a lot of fun. Most of the characters are completely original and the storyline is amazing as well. I recommend you see this anime immediately.
